Monday's City Council meeting began with the presentation of five service awards.

Ofc. Brad Blankenship was recognized for 15 years with Code Enforcement.

Det. Travis St. Cyr was recognized for 15 years of service to the Sedalia Police Department.

Community Development Director John Simmons was recognized for 15 years of service to the City of Sedalia.

Cpl. Bradley Arnold was recognized for 10 years of service to the Sedalia Police Department.

Equipment Operator Harry Hayward (not present) was recognized for five years of service to the Sedalia Cemetery Department.

Council accepted minutes from a Planning and Zoning Commission meeting from July 14.

Under Finance and Administration, Council  agreed to spend $100,000 for a new website for the City of Sedalia with Callis Advertising Agency.

The Council ranked this project sixth in priority during a planning strategy meeting in January. This was done in connection with re-branding efforts over the past year.

Under Public Safety, Council then approved the purchase of a Ford F-250 pickup from Rick Ball Ford for the Sedalia Animal Shelter at a cost of $29,820. Three bids were received, and Rick Ball was the low bidder. It will take at least four months for delivery, and then it must be fitted with a special bed before it can be used.

Under Public Works, Council approved a change order for the Main Street Water Tower Valve and Tee Project from Triple C Underground, changing from a concrete vault lid to an aluminum one. The lid also contains a manhole access door, allowing for easy inspection. The fabrication process for the new lid will take two weeks.

Council accepted a quit claim deed for the West 10th Street extension (Deer Brook Villas, Phase II at Mitchell Road) from E. W. Thompson, Inc.

Council approved an ordinance allowing overnight camping in Katy Park for “Big Bikers Across Missouri” (BBAM) traveling the Katy Trail on Monday, Oct. 11. The event was canceled in 2020 due to the pandemic. The event is being held in coordination with the Convention and Visitors Bureau and Sedalia Parks & Rec.

Council approved a change order from Smico Contracting for $2,310 for the Main Street Lift Station Rehab for upgraded wastebaskets.

Council approved a change order from M & M Landscaping for a $15,755 deduction for construction adjustments made to the 2018 Water Systems Improvement Contract 4B at Fifth and Montgomery.

Under Community Development, Council approved a resolution adopting the 2021 Comprehensive Plan for the City of Sedalia. The “Sedalia 2040” plan visualizes the Sedalia community over the next 10 to 20 years to help the Council, Boards and Commissions and staff in decision making for future planning to maintain focus and achieve lofty goals.

Council approved an ordinance accepting a quit claim deed for property located at 2500 East 7th from Bessie C. Dumsday “for a negotiated sum” of one dollar.

Council then engaged in a lengthy Lodging Code discussion as a work session, in an attempt to address safety issues and criminal activity at three motels in Sedalia. Further discussion will take place before an ordinance is approved, it was noted.

Under appointments, Garnetta Sullivan was appointed to the Animal Advisory Control Board, completing Mary Buckley's term expiring June of 2022.

Darian Weeks was appointed to the Central Business and Cultural District Board of Directors for a three-year term expiring January of 2024. The position was formerly held by Michelle Swords.

Council approved three liquor license renewals, including:

Cathy Geotz dba Break Time #3083, 808 E. Broadway, for packaged liquor for $150.

Chris Patterson dba Rush Hour #9, 1320 S. Limit, for packaged liquor and Sunday Sales for $450.

Gloria Ayala dba El Espolon, 2400 South Limit, for liquor by the drink and Sunday sales, $750.

Council then adjourned to closed door session for legal advice, Real Estate and personnel matters.

Council members Andrew Dawson and Rhiannon Foster were absent from Monday night's meeting.

The City of Sedalia received a proposal from Pettis County for a temporary and permanent roadway easement conveyance over property. City Council, after going into closed session for discussion, returned to open session and accepted the proposal.
