The Sedalia City Council approved numerous ordinances Monday night, and spent quite a bit of money in the process.

The Council:

*Renewed a one-year contract with The Spay and Neuter Clinic, LLC, for veterinary services. The contract had expired July 1. The bid was substantially lower than past prices, it was noted, and staff is confident of the vendor's ability.

However, the clinic does not offer X-rays or dental work, which is commonly needed. But the vendor has indicated they plan to add these services soon. In the meantime, there is an alternate vendor available to fill those needs.

Some of the services that are provided include:

--Emergency Office Visit for $30
--Rabies Test Prep for $50
--Rabies Vaccination for $1
--After-Hours Emergency for $50
--Cat Spay & Neuter for $20
--Dog Spay & Neuter for $30
--Heartworm Test for $5
--FIV/FeLV Test for $5
--Euthanasia for $10

*Approved a contract with Employee Screening Services of Missouri, LLC, dba Tomo Drug Testing, for the City of Sedalia for substance and alcohol testing.

*Amended section 4-8 of the City Ccode to allow Ivory Grille, 4th and Ohio, to operate an outside dining area that takes up two parking spots on South Ohio for a “parklet.” This will allow for the serving and consumption of alcohol on site. Alcohol can only be consumed between 11 a.m. and 1:30 a.m. A $50 fee was established for a license.

*Burns & McDonnell (Kansas City) and Barr Engineering Co., (Jeff City) were approved for professional services for an integrated master plan and hydraulic modeling for the City's water and sewer divisions. Out of seven firms the City sent RFPs to, five responded. The amount in the current year budget for the Water Division's portion of the project was estimated at $165,000.

*Accepted an agreement with Central Salt, LLC, for transport and purchase of rock salt at a price of $73.96 per ton delivered. Two bids were received. The City noted that Central Salt has had difficulty providing the salt in a timely manner in the past, so if that happens again, the City will then seek to purchase salt from the other vendor that submitted a bid.

*Awarded a $20,000 bid from Midwest Econo Sales to replace two waste oil furnaces, located in the fleet maintenance facilities. Only one bid was received, but it meets the bid specifications and is within budget.

*Purchased a half-ton truck and trailer from Bryant Motor Company at a cost of $23,554 to be utilized by the mowing and right-of-way maintenance department. This will allow the department to split up and run two crews in opposite directions at the same time for more efficiency, it was noted.

*Approved an agreement with Hansen's Tree, Lawn and Landscaping Services, LLC, to provide yard waste grinding services. The one-year $30,750 contract will be increased by $11,250 to grind an additional 5,000 cubic yards of waste for the City, due to recent storms.

*Approved a $4,461,800 contract with KC Gunite for construction of an aquatics pool at the Heckart Community Center (currently under construction). City Administrator Kelvin Shaw noted that the project is still under budget. The contractor was recommended by Sedalia Parks & Rec.

*Agreed with Cemetery Director Roger Waters to direct a policy change at Crown Hill Cemetery to prohibit decorations placed on the ground near burial plots. Waters pointed out that his crew spends between a quarter and half of their mowing day picking up & moving flowers and other decorations that are simply lying on the ground. This greatly slows down the process of mowing and weed eating, Waters noted. A grace period of one or two weeks will be established to allow mourners to pick up their decorations prior to the crews mowing the area. This will also include the week before and the week after Memorial Day. Waters suggested using shepherd's hooks at burial sites, instead of laying flowers and other ornaments on the ground.

*Agreed to allow overnight camping at Katy Park on July 22 and 25 for a “Big Bikers Across Missouri” event.

*Reduced the retainage percentage of bonds for the Heckart Community center from 10% to 5%, which is the industry standard.

*Purchased 21 decorative street lamps from Evergy at a cost of $74,340 for Phase 4 of the Streetscape project, which affects a two-block area of downtown Sedalia from 5th to 7th Street. The lights will be purchased instead of leased, it was noted. The lights, once installed, will have a metered service for the area.

*Accepted an agreement with Engineering Surveys and Services, LLC, for construction engineering inspection services for the Sedalia Rail Industrial Park – Rail Spur Project at a cost not to exceed $175,000.
