Sedalia Mayor John Kehde and City Council members recognized three City employees at the start of Monday night's meeting.

Equipment operator Brandon Hill was recognized for 10 years of service with the Sanitation Department.

Harry Hayward is retiring and was recognized for five years and six months of service with the Cemetery Department.

K9 Charlie retired Jan. 24, and was recognized for his service as well. Charlie was trained in narcotics detection and has worked for the SPD for nearly a decade.

Charlie's handler, Cpl. Travis Lorenz, was the only honoree present Monday night, and was honored by Sedalia Police Chief Matt Wirt.

Lorenz worked with Charlie and Charlie, now 10 years old, became a certified tracking police canine, according to Chief Wirt. K9 Charlie assisted surrounding counties numerous times, and also assisted state agencies with locating large amounts of narcotics on the Interstate, in addition to assisting with manhunts both locally and regionally.

Charlie is still healthy and strong, Wirt noted. Chief Wirt then presented Cpl. Lorenz with a plaque to honor his service. Council members and fellow officers gave Lorenz a standing ovation.

There was one item for consideration under Finance & Administration.

Shannon Ramey-Trull, Human Resources director, has reviewed personnel policies to bring them up to date. As a result, two changes were recommended by staff:

Combine sick leave into one category. This will simplify reporting, yet not change the function or compensation to employees.

A policy of handing out paper checks the day before a holiday is outdated, due to the City using direct deposit for employees now.

Under Public Safety, Council agreed to make available public information about the Firefighter's Retirement Fund by Lagers at least 45 calendar days for a comment period, before final action is taken by Council to elect plan administrators by Lagers. The current Lagers is underfunded, it was noted.

Under Public Works, there were four items:

*Council passed an ordinance approving a one-year contract with Olsson, Inc., for SCADA System Software used for the City's Wastewater Treatment Plants for $25,000.

*Council passed an ordinance approving a $4,323.57 change order from Smico Contracting Group, LLC, for the Main Street Lift Station Rehabilitation.

*Council approved an ordinance amending Ordinance 11505. Parking is now prohibited on the south side of 5th Street between Warren to Limit on school days between 7 a.m., to 4 p.m.

*Council approved an ordinance authorizing a one-year contract extension with UV Doctor Lamp, LLC, for UV3000 Plus Disinfection System supplies for the City's Wastewater Treatment Plants at a cost of $25,500. The supplies are used at the City's Central and Southeast treatment plants for e.coli infections, according to Public Works Director Brenda Ardrey.

Under appointments, Jerry Ross, 920 S. Harrison, was appointed to the Planning & Zoning Commission for a three-year-term expiring June 2023.

Under reappointments, four individuals were renewed for the Central Business and Cultural District Board of Directors, including Deidre Esquivel, 1715 W. 18th; Jim Fischer, 1415 S. Beacon; Mark Quattlebaum, 3305 Buckingham Court; and Christopher Paszkiewicz, 712 W. Broadway. All will serve a three-year term ending January 2025.

Council approved six liquor license renewals, including:

*Payton Burton dba Bandana's BBQ, 2909 W. Broadway, Beer & Wine and Sunday Sales, $375

*Gloria Ayala dba El Espolon, 2400 S. Limit. Liquor by the Drink & Sunday Sales, $750

*Gloria Ayala dba Tacos Degollado, 813 Thompson Blvd., Liquor by the Drink and Sunday Sales, $750

*Eric Eisenmenger dba Ivory Grille LLC, 317 S. Ohio, Sunday Sales, $300

*Cathy Goetz dba Break Time #3079, 2801 W. Broadway, Packaged Liquor, $150

Tyler Singer dba Aldi #88, 3701 W. Broadway, Packaged Liquor & Sunday Sales, $450

Mayor John Kehde praised the Public Works Department for their efforts last week during the snow storm which dumped eight inches on Sedalia. Ardrey said she would pass that praise on to the workers.

After the 20-minute meeting, Council then adjourned to closed-door session to discuss legal advice and Real Estate matters.
