Sedalia Water Department Employee Retires After 21 Years of Service

Tuesday night's City Council meeting began with a public hearing for an annexation petition for a West 10th Street extension for the Deer Brook Villas Phase III project.

West 10th was extended from Mitchell Road through the development, and was verified that it was done to City specs and standards by city engineers.

Council voted to accept a quit claim deed on Aug. 2 and the new street will be brought into the city limits two weeks from now when Council will consider an ordinance to officially approve the annexation.

No public comments were received.

Following the hearing, service awards were presented to three City employees, including Sedalia Police Corporal Andrew Silvey (15 years), Laborer Raunel Reynoso with the Sanitation Department (10 years) -- not present, and Sedalia Police Officer Keaton Schnell (5 years).

A retirement award was presented to Water Department employee Tommy L. Sales for 21 years, five months of service to the City of Sedalia.

Under Finance and Administration, Council then approved an ordinance authorizing a three-year license extension and support agreement with Missouri's Mitel Phone System for $10,426 for a voice-over internet system. A one-year renewal would have cost $$4,111, it was noted.

Under Public Safety, Council passed two resolutions to apply for a 2021 Officer Safety Equipment and Technology Grant and a 2021 State Homeland Security Program Grant. The grants may fund night-vision equipment and a dual band portable radio.

Under Public Works, Council approved a low bid from Septagon for construction of a 65-by-65-foot box hanger at Sedalia Regional Airport. Ninety percent of the cost is covered through a federal grant administered through MoDOT. The design phase has been completed by H.W. Lochner, Inc.

Three bids were received and Septagon was the lowest at $645.942.80. The project also includes construction management services by Lochner.

Council approved a new lease on land where one of the private hangars at the airport is located. The hangar was sold to David Lindsay.

Council agreed to a proposed $13,000 grant agreement through the Missouri Department of Transportation Aviation Division of MoDOT from the Coronavirus Relief Grant Programs, (CRGP) or “CARES” act.

Council approved change order, removing a requirement for two poles for mounting a water well starting assembly. Staff found a way to make the poles unnecessary and removing them from the project will save $1672. Adjustments were made during the replacement of an electrical cabinet at Water Well #11.

Council approved a budget amendment increase of $250,244, which is the amount of the low bid from Infrastructure Solutions, LLC, for upgrades to two lift stations – one at Thompson Meadows Industrial Park and the other near the Central Missouri Landfill – in addition to upgrades to the central wastewater treatment plant. The Central Regional and Pelham Lift Stations will be demolished and replaced,

Council approved a $85,110 change order for the Heckart Community Center for a corrugated steel siding around the elevated jogging track, which will give it a finished appearance. The change is still within budget, it was noted.

In addition, the electrical subcontractor on the building will now bid out the work of installing security cameras at a cost of $134,656.31.

The total of the two change orders comes to $219,766.31. Paric Construction is the general contractor for the Heckart project.

And under Community Development, a section has been added to the business license process for lodging establishments, following three lengthy work session with local business owners over the past several weeks.

Representatives of two local lodging establishments attended the meeting, but declined comment after the meeting.

Two new liquor licenses were approved by Council, including:

*Cherie Beltran dba Boys & Girls Club of West Central Missouri, 3100 Aaron Avenue, for a picnic license, $37.50

*Brad Wikstrom dba Craft Beer Cellar, 700 South Ohio, for a special event “Wings For Wags” to be held Sept. 25, $15

Four liquor license renewals were approved by Council, including:

*Tom Adermann dba Best Western State Fair Motor Inn, 3120 South Limit, for Liquor By The Drink, $450

*Liridiana Catalan dba Morelos Taqueria Bakery and Grocery, LLC, 125 E. 16th, for Packaged Liquor and Sunday Sales, $450

*Mike Emery dba CVS Pharmacy #10305, 100 E. Broadway, for Taste Testing, Packaged Liquor and Sunday Sales, $487.50

*Heather Viles dba Dollar General #19535, 4215 E. Broadway, for Packaged Liquor, $150

Mayor Pro Tem Jeff Leeman was absent from Tuesday night's proceeedings.

Council then met in closed session. City Council meets again Sept. 20. The public is invited.
