WILS, SFD Driver Recognized by Sedalia Council

Monday night's City Council meeting began with a proclamation and a promotion.

Sedalia Mayor Andrew Dawson read a proclamation conferencing WILS (West Central Independent Living Solutions). The proclamation recognized the 25th anniversary of WILS.

According to WILS statistics, 51 percent of the staff at WILS have some type of disability. About 7,000 Pettis County residents have a disability, while about 33,000 have disabilities in the six-county region that WILS serves.

That was followed by a pinning ceremony for driver Nathaniel Nevels with the Sedalia Fire Department. He was pinned by his wife Stephanie.

An ordinance concerning proposed tax rates for 2022 was then passed by Council after receiving no public comments.

City Administrator Kelvin Shaw gave Council a financial update.

Sales tax revenues are up 7.7 percent over the previous month, and up 7.7 percent year-to-date.

Use tax revenues are essentially even with the previous month, but up 16.4 percent year-to-date, Shaw said.

The net fiscal year-to-date is up $565,457, or 8.4 percent, between the sales and use tax.

Franchise and cigarette tax is up tear-to-date. Most of that is from the gas franchise tax.

Shaw reminded listeners that the figures represent June sales at the cash register.

Higgins Asphalt Paving Company was the bid winner for a Thompson Boulevard mill and overlay project at a cost of $471,757.05.

An annexation for Mark and Catherine Witaczak, 2230 Country Club Drive, was approved by Council.

An annexation for Michael Tsurkan, 2610 James Lane in Covered Bridge Estates, was approved by Council.

A change order (#3) was approved for Infrastructure Solutions, LLLC, for the Central Regional and Pelham Drive Lift Stations at an extra cost of $6,195. The reason for the added cost was the need to upgrade the electrical configuration to meet the current standards required by Evergy.

Council authorized the application for a $250,000 grant to improve roadway safety through a US Department of Transportation “Safe Streets and Roads” grant. The agreement calls for a 20 percent match from the City in the amount of $50,000. If the grant is approved, Council will consider an ordinance at a later date.

Under Community Development, Council passed a resolution supporting an application for tax credits by Developer D. Kim Lingle and MBL Development Company for Missouri Housing Development Commission funding for expansion of Deer Brook Villas, Phase 4.

Deer Brook Villas is an affordable housing complex for senior citizens. Phase 4 will add another 38 units.

There is reportedly a waiting list of 170 people at Deer Brook.

Two demolition contracts were awarded by Council Monday to Schultz Wrecking for $8500 for a demolition project at 701 S. Lafayette, and to Earthworks Excavation for $16,200 for a demolition project at 521 W. 5th.

A petition to change the name of a portion of North Moniteau to W. T. Morris Avenue was received by the City recently.

A comment period will be established, then a resolution will need to be passed.

Under Public Safety, it was noted that $79,000 was in the budget for two new patrol cars for SPD. But with supply chain issues, the new cars are not available. Sedalia Police Chief Wirt was able to locate two used vehicles from the Kansas Highway Patrol that will “help fill the gap” until other patrol vehicles can be obtained.

Staff recommended the purchase of two used Dodge Durangos at a cost of $58,200.

A grant obtained by Cpl. Silvey of the SPD to purchase a portable Instalert Message Board that will help direct and inform motorists in the event of accidents within the City. The grant will pay for 100 percent of the cost. The City formally appropriated the funds to authorize the expenditure.

One new liquor license was approved for Garrett Voljer dba Volker's, 1021 South Limit, for liquor by the drink and Sunday Sales, $750.

Six liquor license renewals were approved by Council, including:

*Nicole Walker dba Discount Smokes and Liquor, 2205 South Limit, Suite D, for packaged liquor and Sunday sales, $450

*Jodi Klimiuk dba Buffalo Wild Wings, 4401 Wisconsin, for liquor by the drink and Sunday sales, $750

*Karrie Wright dba Dollar General #1316, 2500 West Broadway, for packaged liquor, $150

*Karrie Wright dba Dollar General #2787, 2003 South Limit, for packaged liquor, $150

*Karrie Wright dba Dollar General #2379, 619 North Ohio, for packaged liquor, $150

*Karrie Wright dba Dollar General #3494, 713 East Broadway, for packaged liquor, $150

Council then adjourned to closed-door session.
